Sustainable Development Goal 17 focuses on encouraging and deepening global partnerships to enhance implementation of the sustainable development goals. This goal aims to promotes collaboration, resource mobilisation, technology transfer, and capacity building to ensure a more equitable and sustainable way of life.

Support for implementing the SDGs has been steady but fragile, with major and persistent challenges. Financial resources remain scarce, trade tensions have been increasing, and crucial data are still lacking. The COVID-19 pandemic is now threatening past achievements, with trade, foreign direct investment and remittances all projected to decline by up to 40% in 2020.
 

The United Nations advocates for effective revenue mobilisation through taxation which is vital for a state to promote sustainable and inclusive growth. Taxes provide the necessary funds for essential public services which contributes to social equity, responsible behaviour, and economic development. Fair and efficient implementation is key to ensuring prosperity for all.

 

In 2021, 28 countries provided investment promotion measures for outward foreign direct investment (OFDI) targeting investors in developing countries and LDCs. These measures included investment guarantees, financial support, direct state participation, and investment facilitation instruments.
Least developed countries (LDC) are still struggling to increase their global merchandise trade. In 2020, LCD’s accounted for just 1.03% of global merchandise trade. Developing countries' share of global trade has increased slightly, rising from 45.2% in 2019 to 45.9% in 2020.
Access to technology however has increased steadily. In 2022, an estimated 66% of the world’s population (5.3 billion) used the Internet, compared with 41% (3 billion) in 2015. However women are still disadvantaged with 259 million more men than women reported to use the Internet in 2022.

The World After COVID-19

The concept of "Build Back Better" is crucial in advancing Sustainable Development Goal 17 post-COVID-19. The pandemic exacerbated debt ratios, surpassing growth rates and export earnings.

 

"Build Back Better" emphasises sustainable and inclusive recovery, addressing vulnerabilities and imbalances in economic systems. It requires international cooperation, including financial assistance and debt relief, while integrating sustainability and technology to create resilient economies. Despite record levels of official development assistance and a rebound in global foreign direct investment, many developing countries are struggling to recover from the pandemic. Challenges include high inflation, rising interest rates, and mounting debt burdens. By aligning recovery efforts with SDG 17, countries can build a sustainable and prosperous future.

 

The COVID-19 pandemic has highlighted the crucial role of the Internet for work, education, accessing services, and interpersonal connection. Internet usage has accelerated during the pandemic, with 63% of the population using the Internet in 2021, an increase of 782 million users since 2019 . Internet usage in least developed countries grew by 20% between 2019 and 2021, reaching 27% of the population. Developed economies, where Internet usage is already widespread experienced slower growth, which has contributed to the 3% reduction in the digital divide, from 2017 to 2021.

 

Australian Survivor Advisory Council

The Salvation Army in Australia is piloting and facilitating the first ever Survivor Advisory Council for the Australian Government. The council actively involves survivors, utilising their expertise and lived experience to enhance the government's national response to modern slavery and human trafficking and shape policy reforms. This work highlights the importance of cooperation across stakeholders to ensure a holistic and well-informed approach towards the Sustainable Development Goals.

 

 

UN General Assembly Contributions

 

The Salvation Army International Modern Slavery & Human Trafficking Response Team was one of just six stakeholders whose input was included in a report to the 2022 UN General Assembly. The Salvation Army aids the United Nations in gaining additional data on nuanced issues by contributing reports, such as this report which focused on trafficking in persons within the context of climate change.

 

 

US Federal Emergency Management Agency

 

The first memorandum between The Salvation Army & the US Federal Emergency Management Agency (FEMA) was signed in 1980. When disaster strikes, The Salvation Army often provides rapid emergency services, and cooperation with other disaster relief organisations allow for more effective aid when people need it most. In 2022, FEMA & The Salvation Army signed a new memorandum to continue their partnership & cooperation carrying out disaster preparedness, response, recovery and other emergency management operations.
